Hard drinking had a bad end for Mr.N at his place. On sobering up, he saw his flat was empty: for the days of drinking, unknown offenders had taken away a lot of things. There were only empty bottles left in the flat. The experts lifted latent prints on those bottles. That crime, committed in 1992, remained unsolved for a long time. It was even decided to suspend the criminal case. However, the thief was established and exposed. It became possible two years later, when the PAPILLON AFIS was installed at the Expert-Criminal Agency of the Police Board.

In June 1995, at 11:05, at the District Police Station, it was received a report, that an unknown criminal had come in the building of the savings bank branch, hung the brought tablet "Technical Break" on the door, and threatening the cashier with a gun, crashed the glass partition. He shot at the cashier and, having reached the drawer, stole a large amount of US dollars. The criminal disappeared with the stolen money on him in an unknown direction. The operative plan of searching and detention of the criminal lost out. At examining the crime scene, the technicians lifted latent fingerprints. At 19:00 the latents were received in the Expert-Criminalistic Agency for searching against the PAPILLON AFIS files. Two latents, detected on the cash register drawer and being fragments of a not clear ridge pattern, were immediately inputted in the AFIS database and at 22:10 a positive result was received. The criminal, previously repeatedly detained on suspicion of robbery, was exposed. It took 12 hours to solve the case. A similar crime took place in the same region more than 10 years ago and then it took several days of twenty-four-hour work of tens of people.

On May 14, 1997, the Expert-Criminalistic Agency of Primorski Krai received electronic ten-prints from Nakhodka City. These were ten-prints of two dead bodies of unknown men, one found near the commercial port's garages and another - near number 31 Timiryazev Street. For several minutes, with the help of the PAPILLON AFIS, the dead, found on Timiryazev Street, was identified. It turned out to be a certain Stebelkov (a tramp). The second had not been on fingerprint record files in the Expert-Criminalistic Agency, his ten-print was immediately transferred to the Information Center of the Police Board. The PAPILLON AFIS identified the second man, found near the garage. It turned to be Mr.Kork convicted previously. The PAPILLON AFIS reduced the time of identifying the unknown dead to one-two hours, instead of several days and weeks. The efficiency of such work significantly increases if to join the record files of an Expert-Criminalistic Department and Information Center.

In September 1996, the experts received the latent fingerprints, lifted at the flat of Mr.Ch. where he was killed, for searching against the fileprints. At checking the latents against the PAPILLON AFIS files, it was established that two of the latents discovered at the crime scene belonged to the same individual whose latents were found at Mr.R's flat, who was killed too, in June 1996. The person that left his latents at the crime scenes was not on the fingerprint record files in the Expert-Criminalistic Agency. At the end of 1996, the Agency received 40 ten-prints of individuals, detained for different malefactions, to check and register. There was a ten-print under Mr.S's name among them. Mr.S was fingerprinted over a minor offence and released. The verification allowed the police to establish Mr.S had left the latent fingerprints at the places of two above mentioned murders and a murderous assault. It was also established that under Mr.S's name it was fingerprinted Mr.M, previously convicted for robberies in another region, and who was wanted by the police. He was arrested only some months later during which he had committed more than 30 offences else (murders, thefts, robberies and brigandage). Thus, the PAPILLON AFIS aided to expose a dangerous special criminal. It must be particularly noted that all those crimes Mr.M committed already after he was detained and fingerprinted. If the search had been carried out in proper time (not in a month) with the help of the PAPILLON AFIS, the lives of three men, values and money to the sum of several tens of thousands US dollars would have been kept.

By July 2000, in the Central Police Board of Krasnoyarsk, there had been 10 522 verbal descriptions. For the period of service, 468 examinations were carried out. 350 mates were found. On March 18, 2000, the District Police Department of Krasnoyarsk received a statement of fact of armed robbery. The complainant was robbed at the porch under the threat of knife. On drawing a verbal description, the complainant chose a suspect from the database. It was Mr.Krut. After detention, Mr.Krut confessed to the crime. The crime was detected in 1,5 hour after commitment.

On November 18, 1999, the Sovetski Police Department of Krasnoyarsk received a statement of shop robbery. The complainant chose two suspected individuals from the database but explicitly pointed to one of them. He turned out to be Bolotov Eugene Viktorovich. On November 20, 1999, the Sovetski Police Department of Krasnoyarsk again received a statement of shop robbery. Two complainants chose him too. Later on, the officers of the department and the crime investigator verified his participating in those crimes.

On December 6, 1999, Mr.Motayev, a private businessman, reported a theft to the police: 1150 kilos of flour was stolen from the bakehouse storage in Mokhovoye village, Kungur district, in Perm region. According to the statement, the investigation started. Before that incident, there had been already happened a theft from that storage, but the owner had not applied to the police for assistance. He had purchased a tracking system with three video cameras that had been placed on stays near the warehouse at a height of four meters. The offenders covered the camera objectives with paper and scotch tape. At examining the crime scene, a latent fingerprint was lifted from one of the pieces of the scotch tape. The latent was photographed in the dark background method and recognized as suitable for identification. But manual search on that latent was practically impossible. On December 21, 1999, the latent was inputted into the database (3700 ten-prints array) of the PAPILLON AFIS in the Kungur Police Department. On December 14, 1999, the officers of the passport-visa service had imposed a penalty upon Mr.Sidyulkin, a villager from Sylvensk not far from Mokhovoye, for evasion of registration. He had been fingerprinted and his fingerprints had been inputted into the PAPILLON AFIS. The latent was identified. When Mr.Sydyulkin was being detained, he was very surprised. He confessed to the crime and named his associate.

On May 12, 1999, there was committed a killing of two people - man and woman - in Berezniki City. Four hours later, the latent impression, lifted at the crime scene, were inputted into the PAPILLON AFIS database in the Police Department of Berezniki. The database had an 8500 ten-print array at that point. According to the version of the officers of the Criminal Investigation Department, quite a different man was under suspicion of the crime. But the PAPILLON AFIS identified Mr.Lnov, who was released from custody 3 days before the crime date and registered in the police as previously convicted. He had not lived in Berezniki earlier and got acquainted with the victim on May 10, to drink alcohol together. On the crime's day, May 12, they drunk together and Mr.Lnov could not find his jacket. He created a scandal that transformed to beating the victims. Because of severe beating and multiple fractures, including skull cup fracture, they died. The criminal, ready to escape, was detained. The crime was detected the day it was committed.

On April 2, 1998, in Solikamsk, Perm Region, a murder was committed. On May 9, 1998, the latents lifted at the crime scene were inputted into the PAPILLON AFIS database in the Central Police Board of Perm Region. The database had an 8500 ten-print array at that point. Next day it was established that those latents were left by Mr.Rezinkin, working nowhere, having no fixed place of residence, and who had been fingerprinted in February 1998. At that moment he was imprisoned for commission of another offence. Rezinkin confessed to the crime right away. Moreover, the clothes of the victim were on him.

On April 1999, a tenprint of the unknown dead, having the marks of violent death, discovered on 22.03.1999 in Asha of Chelyabinsk Region, was entered in the PAPILLON AFIS database. It was established that the fingerprints belonged to Mr.Mukhamedov V.A., twice convicted previously, born in Tajikistan and fingerprinted on 16.03.1999 in Perm to check the person identity.

On July 29, 1974, the dead body of Mr.Solin, a taxi-driver, was found in a compartment of a motorcar GAS-2410 in Kazan. In January 2000, the Expert-Criminalistic Agency of the Ministry of Internal Affairs of Tatarstan, using the PAPILLON AFIS, established the implication of Mr.Belkin to commission of the given crime. The criminal had changed his surname to Staritski and moved to Siberia, where he was detained by the criminal investigation police owing to fingerprint information.

On March 19, 2000, a dead ten-year boy was found in his flat in Kazan. The dead body had multiple knife wounds. At examining the flat, the crime scene technicians found and lifted the latent fingerprints, which were compared against the fileprints by means of the PAPILLON AFIS. As a result, Mr.Abdurakhmetov was identified. Due to the obtained data, the criminal was detained, and later he confessed to the crime.

The PAPILLON station of fingerprinting has been installed in a prison of temporary detention. Before that, 75-90% of tenprint cards were culled because of their bad quality. Sometimes, it was very difficult to take fingerprints of a newly detained person. Now, on mounting the station of non-ink fingerprinting, tenprints are entered the AFIS practically instantly. None of more than 1000 tenprints has any claims to its quality. During only two months of the station's operation, due to the tenprint-latent searches, it was detected, that 18 individuals were involved in different malefactions, though they were detained by other reasons. There was established, that 5 persons had given phony names. Though, the address information bureau confirmed their passport data, the fingerprint data enabled the police to identify those individuals and establish their authentic data for only 30 minutes after taking fingerprints.

Some months of application of the non-ink technology convinced us of its advantage and efficiency. Our automated fingerprint record files are replenished only with high-quality tenprints. One of our employees, who could not have mastered the "ink" rolling for a year and a half, now inputs 15-30 tenprint cards per day with the help of the fingerprint scanner, and these tenprints have no claims to their quality.
