Review of PAPILLON FILTER Operation Results, Ministry of the Interior (MOI) of the Republic of Tatarstan, July 2005 - February 2006

By then, the PAPILLON FILTER workstations had been installed in all of the District Internal Affairs Directorates of Kazan.

The AFIS server operating in the MOI of the Republic of Tatarstan accepted 1050 search/verification inquiries from the PAPILLON FILTER sites.

Consequently, 487 individuals were identified. In 253 cases, the persons verified had more than one tenprint card found in the database. Among the identified were some subjects being on the national “wanted” list.

Time needed for data transmission and receiving search results averaged 4 minutes.


Review of PAPILLON FILTER Operation Results, Central Internal Affairs Directorate in Chelyabinsk Region

With PAPILLON FILTER, the following findings were gained in one operating month:

  • Among 482 subjects verified, 85 had been previously fingerprinted and their tenprint cards are stored in the AFIS database.
  • In 13 cases, the passport data furnished by the subjects differed from those stored in the database.
  • 2 wanted criminals were identified and apprehended.

The PAPILLON FILTER stations were installed in Pulkovo airport and the Moscovskiy railway station. Mobile communication and connectivity for automated searches against databases of the AFIS-SZFO and the AFIS-MIC were provided. More than 160 subjects were verified, among which 40 had their tenprint cards stored in the AFIS database.

At the beginning of 2008, 12 stationary booking and express ID check stations were installed in forensic science subdivisions of Irkutsk, Bratsk and Angarsk. Each of these stations is equipped with a PAPILLON DS-40 fingerprint and palmprint scanner and connected with the Central AFIS operating in the Central Internal Affairs Directorate in the Irkutsk Region.

During the first months of operation, it took about 2.5 minutes to verify the identity of a subject against the AFIS database containing 1 million tenprint records. This time reduced to 30 seconds after ad hoc matchers for processing express ID check inquiries had been installed at the Central AFIS site.

Since the beginning of its exploitation to June 2008, the express ID check technology ensured the identification of 1576 individuals, 12 from which proved to have fake last and first names.
