The PAPILLON SYSTEMS enterprise is:

  • the developer and manufacturer of the PAPILLON Automated Fingerprint Identification Systems (PAPILLON AFIS);

  • the developer and manufacturer of the systems of non-ink electronic fingerprinting ("Live" Scanners) and of PAPILLON Ballistic Scanners;

  • the developer of the systems of telecommunicational transmitting of fingerprint data;

  • the developer and manufacturer of the ARSENAL Automated Ballistic Identification Systems;

  • together with the Ministry of Internal Affairs, the originator and executor of the large-scale regional and interregional projects of automating criminal records;

  • the developer and manufacturer of the complexes for automating an expert-criminalist's workplace, the provider of up-dated criminalistic facilities and equipment;

The PAPILLON SYSTEMS enterprise was founded in 1989 in Miass, Chelyabinsk region. Since its foundation, the enterprise has been engaged in developing and producing the program-technical systems to automate identification processes.

The most of the staff are highly skilled specialists being graduates of the leading Moscow institutions of higher education. The majority of them gained experience working at the plants of Military-Industrial Establishment in Miass. The average age of the employees is slightly more than 30 years. The staff of the enterprise is more than 100 employees. The production and office area is 4500 square meters.

All the Systems proposed to law-enforcement agencies have been invented by the specialists of the enterprise. The enterprise took out patents of the Russian Federation on the principal solutions. The Main Information Center of the Ministry of Internal Affairs of Russia renders methodic assistance.

Some specialists of the enterprise are awarded with diplomas of the Ministry of Internal Affairs of Russia for their contribution to the fight against criminality. The enterprise regularly takes part in the exhibitions and conferences on criminalistics. In 1997, the PAPILLON AFIS was exhibited on the stand of the Ministry of Internal Affairs at the Milipol Exhibition in Paris.

The PAPILLON SYSTEMS products are highly estimated at the IAI conferences in the USA. The leading specialists of the enterprise have been members of this International Association for Identification since 1995.

The whole cycle of implementing the program-technical systems is realized at the enterprise in practice: research investigations, operable model, industrial engineering, finished product, marketing, delivery, user training and after-sales service.

PAPILLON SYSTEMS is a financially stabilized, dynamically developing enterprise, which firmly retains the leading position in the market of identification systems for law-enforcement machinery.

Today the firm's products are well-known to the Russian and foreign experts. Our systems are being more often mentioned in different publications devoted to criminalistics. Constantly growing number of users is the definite proof of usefulness of our products. Enlarging the range and complexity of the automation projects successfully realized with using our systems and immediate participation of our enterprise, increasing number of such projects testify the acknowledgement by the users the capabilities, reliability and quality of our systems.

The law enforcement agencies and identification departments of the Ministry of Internal Affairs have been applying the PAPILLON Automated Fingerprint and Palmprint Identification System since 1992. Currently, more than 1000 workstations of PAPILLON AFIS are in successful use.

Our AFISs are utilized in expert-criminalistic agencies and information centers of the Ministry of Internal Affairs, in jails and forensic examination labs of the Ministry of Justice, in laboratories and military registration and enlistment offices of the Ministry of Defense. After the Law "Of National Fingerprint Enrollment" has been passed, the collaboration of the enterprise with the Federal Security Service, Federal Migration Service, State Customs Committee and other federal bodies responsible for putting the law in force is expanding.

To be effective, the AFIS is to concentrate the highest achievements of many disciplines and approaches. And the PAPILLON SYSTEMS' specialists have found original, up-dated, effective world-rate solutions:

  • Method of mathematical description of ridge patterns; automatic processing of print images of arbitrary scale and any quality; method of image code correlation;

  • Fingerprint database storage technology;

  • Distributed computing technology;

  • Technology of telecommunicational transmitting of compressed fingerprint images;

  • Technique of high-quality non-ink fingerprinting.

Operability, reliability and effectiveness of our systems are conditioned by application of high computer technologies, viz. operational systems Unix, WindowsNT, standards X-Windows, TCP/IP, POSIX and DBMS Oracle. It is provided a compatibility with external SQL-systems.

The PAPILLON AFIS meets the technical requirements set up by the Ministry of Internal Affairs and is in conformity with the world standards of FBI: WSQ compression method, data exchange by the ANSI-NIST specification. The image quality satisfies the Interim IQR requirements. The enterprise is constantly striving to get the objective, documented approval of the system's components high quality. The LiveScanner produced by the enterprise got an FBI approval in 1997. In 1999, the enterprise certificated the own WSQ compression method in the FBI (USA).

The early years of the AFIS maintenance demonstrated the adequacy of the principal solutions, but the work on enhancing the system performance is still going on. The functional capabilities of the AFIS are being expanded:

  • The PAPILLON AFIS factually works with latents and impressions of palms, passing ahead many known AFIS vendors

  • There is provided an ability to make and store in DB a verbal description of an individual and to execute searches by it

  • The LiveScanner makes it possible to capture the impressions of not only fingers but palms as well

  • The AFIS DB volume is enlarging - from tens of thousands up to tens of millions of ten-prints

  • Since 1997, there have been realizing the projects of conjoint (Expert-Criminalistic Divisions and Information Centers) regional and republican fingerprint recording with comprehensive network of data acquisition and analysis

  • Since 2002, the PAPILLON AFIS has been used for automation of national fingerprint record files.

The PAPILLON AFIS today enables the efficient work with DB of several tens of millions of ten-prints and, after testing in the Ministry of Internal Affairs, is declared to be a model system for automating regional fingerprint records.

At present time the large-scale projects are being realized to automatize the fingerprint records in some regions of Russia, and the following interim results have already been obtained:

  • Perm Region - planned volume of DB is 1,5 million ten-prints and 100 thousand latents

  • Republic of Tatarstan - planned volume of DB is 2,6 million ten-prints and 100 thousand latents

  • Krasnodar Territory - planned volume of DB is 600 thousand ten-prints and 50 thousand latents

  • Primorsky Territory - planned volume of DB is 500 thousand ten-prints and 50 thousand latents

  • Kemerovo Region - planned volume of DB is 1 million ten-prints and 35 thousand latents

  • Altai Territory - planned volume of DB is 1 million ten-prints

  • Ulyanovsk Region - planned volume of DB is 500 thousand ten-prints

  • Chelyabinsk Region - planned volume of DB is 500 thousand ten-prints

  • Sakhalin Region - planned volume of DB is 350 thousand ten-prints

  • Khanty-Mansiysk Autonomous Okrug - planned volume of DB is 250 thousand ten-prints

  • St.Petersburg - planned volume of DB is 250 thousand ten-prints

In 2000, the Main Information Center (MIC) of the Ministry of Internal Affairs of Russia together with the PAPILLON SYSTEMS enterprise carried out the updating of the AFIS-MIC, having functioned since 1997, in order to accumulate DB and to adapt the AFIS for a new kind of fingerprint registration - Federal Bank of Dactyloscopic Information to detect inter-regional and serial crimes. Today the DB volume is 4 million ten-prints and 60 thousand latents. The testing demonstrated the operability of the AFIS-MIC on this array and the Federal Bank of Dactyloscopic Information has been put in pilot operation. Such a fingerprint database is the most powerful in Russia to date.

One more world-level system produced by our enterprise is Automated Data-Retrieval System of Firearm Identification ARSENAL. Six-year operation of the ARSENAL systems shows their application efficiency to create automated ballistic repositories, including regional ones. In 1999, ARSENAL won the tender announced by the Central Laboratory of Police Authority of the Ministry of Home Affairs of Poland. The success of ARSENAL is achieved by implementation of mathematical algorithm of encoding and identification, which was tested by many years of the PAPILLON AFIS functioning and by a new universal ballistic scanner PAPILLON that makes it possible to capture the marks on both bullets and cartridge cases.

In Russia, ARSENAL successfully operates in Administrations of Internal Affairs of Perm and Chelyabinsk rerions, Primorsky Territory, Kemerovo, Novosibirsk, Surgut and others. Abroad it is used in the Ministries of Home Affairs of the Republic of Kazakhstan and Republic of Poland.

During the years of cooperation with tens of law-enforcement agencies and departments of Russia, the workers of the enterprise have investigated the problems of automatizing records of different kinds, gained the experience of project realization and worked out optimal schemes of implementing the Systems with guaranteed highest efficiency from the very beginning of running.

PAPILLON SYSTEMS Structure:

  • Research Department is engaged in research and latest developments

  • Programming Department produces software

  • Optoelectronic Manufacturing Department engineers and manufactures Live and Ballistic Scanners, systems of video input, ad hoc controllers

  • Training Center teaches users and administrators of the system. Two classrooms for 12 students are equipped for training. 250 people are trained there every year.

  • Fingerprint Array Bulk-Loading Department provides the input of 6 thousand ten-prints per day due to the high skill level of the operators and optimal work site arrangement

  • Support Department prepares the systems, carry out precommissioning and puts the systems in operation in customer's territory, maintains the operating systems

  • Marketing and Advertising Department
